The 2026 municipal rules identify the talent authority and district service windows for eligible overseas returnees, including qualifying people who acquired foreign citizenship. Recognition and startup-park services can lead to separate support applications. Returnee status is not a category covering every foreign founder and is not an automatic grant or residence permit.
